The Mobility Arrangements for Talented Early-professionals Scheme (MATES) is a new stream under the Subclass 403 (Temporary Work (International Relations)) visa, enabling young Indian professionals to live and work in Australia for up to two years. Key details are outlined below:

Key Regulations for the MATES Scheme

  • Purpose: To attract Indian graduates and early-career professionals with expertise in targeted industries.
  • Amendments:
    • Introduced a new MATES stream within the Subclass 403 visa.
    • Allows for up to 3,000 primary visa places per program year.
    • Primary applicants must:
      • Apply from outside Australia.
      • Not have held a Subclass 403 visa in the MATES stream before.
      • Hold a valid Indian passport.
      • Be aged 18–30.
      • Register for a ballot process before applying.
      • Meet English language proficiency and qualification requirements.
      • Hold a degree equivalent to AQF Level 7 (Bachelor’s) or higher from a specified institution and in a relevant industry.

Eligibility and Conditions

Primary Applicant Requirements

  • Registration:
    • Applicant must register online for the visa ballot using a specified system.
    • Declare eligibility and register within the designated open period.
  • Health and Character:
  • Visa Conditions:
    • Condition 8303: No disruptive or violent activities.
    • Condition 8501: Maintain adequate health insurance.
    • Condition 8516: Continuously meet eligibility criteria.
    • Other conditions (e.g., 8301, 8502, 8503) may apply.

Secondary Applicants Requirements

  • Can apply from within or outside Australia, but not in immigration clearance.
  • Not subject to the ballot process.
  • Granted unrestricted work rights in Australia.

Program Details

  • Visa Validity:
    • First entry required within 12 months of visa grant.
    • Maximum stay: 24 months from the date of first entry.
  • Ballot Fee: $25 per registration.

Targeted Industries

Applicants must have qualifications relevant to one of the following fields:

  • Renewable energy
  • Mining
  • Engineering
  • Information and communications technology (ICT)
  • Artificial intelligence (AI)
  • Financial technology (FinTech)
  • Agricultural technology (AgriTech)

English Language Requirements

Applicants must achieve the required scores in one of the following tests:

  • IELTS: Overall band score of 6, with at least 5 in each component.
  • PTE Academic, TOEFL iBT, OET, or CAE: Refer to specific score requirements in the legislative instrument.
  • Scores must be obtained:
    • Within 1 year before the visa application, or
    • Within 1 year before the decision if not submitted at the time of application.

Application Process

  • Primary Applicants:
    • Apply online using Form 1403 via ImmiAccount.
    • May receive specific instructions from the Department for alternate application methods.
  • Secondary Applicants:
    • Applications can be submitted separately from primary applicants.
